Eventually, the state law was changed to allow "social" gambling.
Turner was an outspoken advocate of the death penalty, and tried to get it added to state law when the Legislature rewrote the state criminal code in 1976. "The law isn't dull," Turner once said in an interview. "It's incredibly alive with life. There's nothing dull about it or any phase of it." One of his most controversial actions was to order law enforcement raids of church bingo games in order to convince the Legislature to modernize Iowa gambling laws.
DES MOINES (AP) Richard Turner, who became a relatively restrained U.S. attorney after 12 controversial years as Iowa attorney general, died Sunday of a heart attack at his West Des Moines home. Turner, who would have turned 59 years old Tuesday, was bom in Avoca and received undergraduate and law degrees from the University of Iowa. He practiced law with his father and served as Avoca town clerk from 1953 to 1960 and as an assistant Pottawattamie County attorney from 1954 to 1956. Turner served in the Iowa Senate from 1960 to 1964 before being elected attorney general in 1966, and remained in that post until defeated by Democrat Tom Miller in 1978.
At the time, Miller said he won because Turner was "too flamboyant" to be attorney general in Iowa. "I rather enjoy being colorful," Turner said during the 1978 campaign against Miller. IE to install, relocate plant warning sirens CEDAR RAPIDS (AP) Iowa Electric Light and Power Co. will spend nearly $420,000 to buy and install 38 more warning sirens and to relocate most of the existing 27 sirens. Recent beefed-up federal regulations required the company to increase the number of warning sirens within a 10-mile radius of the Duane Arnold Nuclear Energy Center near Palo. The 38 new sirens make relocation necessary of most of the present sirens to assure best area coverage in case of an emergency, said IE spokeswoman Dundeana Langer. Installations and relocations should be finished by mid-December.
