You can access your photos online via iCloud on a computer or browser, you'll be able to see and download the full res versions on there. If you want them on your phone then you can just go to settings and click download and keep originals.
To do that, make sure you have quit photos, hold the Option key and click on photos until you see an option to Repair the library. Click Repair, wait until it finished and check that photo again to see if the picture shows its full resolution.
How to Increase the Resolution of an Image on iPhone. Go to Settings > Camera > Formats to change your resolution from 12 MP to 24 MP. To change it to 48 MP, go to Settings > Camera > Formats, then turn on RAW or Resolution Control.
